Problem with a 1988 evinrude 28hp spl

I have a 1988 Evinrude 28hp SP

I have a 1988 Evinrude 28hp SPL motor. My motor has a nice idle when it's sitting in the water. When I gas it up to full throttle I'm not getting the max output power and the engine kind of stutter. I took it in to the shop to see what was wrong with it. They told me that my charge coil and stator are damage so I got them replace. The same problem still exist. Does anyone know what is wrong with my engine?

All my fuel lines are soft and pliable. My primer bulb is brand new. Where is my high speed jets located at and how can I fix it?
