Problem with 87 Evinrude 40 H.P. (No power)

I am having a problem with my 87 Evinrude 40. I have owned this motor for ten years with no problem. Every winter I pull and clean carbs. This year after de-winterizing I took the boat out and there is a problem with the power. The motor starts and idles properly, as before, but when opening up the motor it only runs to 4000 rpm and has very little power. Thanks in advance for any help.

I think it is time for some TLC , a birthday, a real in depth service. Pay attention to everything

Buy some new bits.

If you run it out of fuel at the end of the season the carburetors will always be clean !-----------------Are you running with oil injection ??----------------Have you confirmed that ( if used ) the oil injection is working properly ??-------------Is the timer base rotating properly ??--------------What are the compression #'s-------Are carburetors opening fully ??-------------Proper spark on both cylinders ???

Thanks for the suggestions racerone. It was a fuel issue, rebuilt the pump and it ran like it did last year. Thanks,
