probelm in maximum high rpms

Hi guys.I'm a new member,from Greece.I have a Tohatsu 25Hp 2stroke.the spesific model of the engine is M25C3 EP.Recently i realised that when I have my motor in full throttle it presents a problem according to the power that the engine gives.By that I mean that when the rpms are full,the engine abruptly reduses it's power,and so the rpms,for some seconds and after that it increases it's power again till full.So that's my problem and I'm asking your opinion.

Surging at WOT could be a bad prop, or an ignition issue, or a fuel delivery problem. Review the Factory service manual to make sure that you have the correct carb/magneto advance, and that you are rigged at the proper height on the boat.
 
dear Paul thanks for the reply.I'll check it out,but I think that there will be a fuel delivery or a carb problem,as all the other are checked...so thanks a lot again
