Primer bulb wonbt stay hard

I got a 97 Evinrude E115GLEUC.

I got a 97 Evinrude E115GLEUC. I've replaced the prime bulb rebuilt the VRO pump and still I'm running out of fuel. The only way to keep it running is to squeeze the primer bulb?

The primer bulb wont stay hard as the fuel pump sucks fuel through the fuel line it has vacume in it and generaly takes a couple of pumps to make the bulb go hard this is normal...however if you have to keep priming the bulb for the engine to run the fuel pump is not pumping fuel and will need replacing

Primer bulb stays full ONLY when installed in a vertical position with the outlet facing up. Fuel pump must also be in perfect condition.

Could there be a check valve n

Could there be a check valve near the tank that is restricting flow? Happened to me once
 
Could the OP's problems be

Could the OP's problems be caused by an air leak into the fuel line or the fuel system on the engine. Pretty complex with lots of scope for bad joints ?

Remove the flywheel nut, install a puller using the 3 tapped holes in the flywheel, apply pressure with the puller and the flywheel should come off."
