Primer Bulb question

I have a 85 Merc 60hp 3 cylinder. It start cold well and runs great. Now here is the question.
When are start it cold, I pump up the priming bulb and use the enricher to start to start it.
When I try to start it warm it doesn't start well, unless I pump up the the primer bulb again.
Usually it takes 3 or 4 squeezes to fill the bulb and the line again. Then it starts without issue.

Now the question are:
Is that normal?
If not, is it a bulb issue (ie. leaking lower check valve)
should it remain hard, until disconnect from the motor.
is it a fuel pump issue (ie leaking suction check valve, not holding prime.)
as the pump removes fuel from the tank should the bulb remain full.
Any other possibilities that come to mind or experience...
 
Primer bulb is a MANUAL PUMP.-----It is used to fill the carburetors.-----It saves the starter motor from having to do that.-----Once motor is running fuel simply flows trough it.----It does not need to be hard when motor is running.
