Pressure two line tank restore

I'm rebuilding a two line tank and I have a question concerning the pickup tube with the screen on the bottom. Is there some form of check valve or ball in the tube cause I can't get air to blow thru either way.

Is the anti-siphon valve attached? It is a 1 way valve...flows easily one way.

The pick up tube should at least blow one way on that 2 line pressure tank.---Is this a " new to you tank " or was there a known problem with it.?-------Might have to check one of my own tanks to see what is what.---Been a long time since I worked on one.
