pre alpha troubles need help

first I should say this is my first boat so everything is new to me when it comes to this. I have pre alpha drive that won't shift at all, is it sill possible to take apart has every forum and video is saying I need t be in forward gear in order to take apart . anyone have any ideas what may be my troubles and how I may fix . thanks in advance everyone

Remove the lower cable and try moving it by hand
Check the outdrive for oil and the correct level of oil
Drop the lower unit first, then remove the upper unit
turn hard left and wiz wheel the shift cable right behind the shift bellow, move brass shift shoe into a straight line, remove drive

OK thanks, I tried moving cable hand still no movement, thinking it may be seized, as boat was stored outside for a number of years unused with just a tarp over it, when I gets oil level in lower unit checked I will repost, if not I will repost when I have it scrapped....lol....thanks for the info greatly appreciated
