Powerhead and recoil

I'm reinstalling the powerhead on a 2015 6hp Tohatsu outboard. I've placed the powerhead on correctly and it sits solidly but when I tighten the bolts securing the powerhead the recoil becomes hard to pull. What am I missing? :unsure:
 
Why was power head taken off ?----New to you motor ?----Any history / story you can post?----I would say that the driveshaft is sticking up too high and jamming things up.----Wrong gasket ( too thin ) ?-----Issue in the gearcase ?----Should not be that hard to figure out.

I took the powerhead off due to a oil drip I thought was come from the oil pan; turns out when I replaced the fuel pump months earlier I did not install the small rubber gasket for the fuel pump so when the engine was running oil leaked from the fuel pump ( fuel pump cam inside the engine compartment etc).
Anyway, I installed a new correct drive shaft housing gasket. My hunch is an issue in the gearcase (I'm going to make sure the shift shaft is pushed completely down in neutral before bolting the powerhead on...I wouldn't have done all this if I was't retired...always looking to cause myself more work, holy hesus!
