power trim ailing on a '94 70-horse Force

When I got my boat out of winter storage and ready to launch, I found that the power trim would only raise the engine about half way up. I know it's supposed to be all the way up in order to check or add oil. Any suggestions would be appreciated. The motor will go all the way down with no problem. Thanks!

'94 should have a nylon screw in base of reservoir. CAREFULLY turn this screw out six turns while supporting weight of engine. Once the release is open then manually lift engine fully and brace. Remove filler plug and fill as per instructions in manual. If that doesn't do it, then you probably need pump rebuilt or replaced.
