power tilt&trim

I am trying to put t&t off a 1984 115 johnson on a 1983 70 hp johnson, The problem I am having is I can't get the trim motor to work going up. It will work great going down but won't do anything going up. I can take the motor and ground it to a battery, will work grounding it and putting power to green wire, do the same with blue wire nothing. any ideas? this is anew motor.

If it is a " 2 wire motor "-------------then one wire goes to negative and one to positive.-----------switch them to go the other direction.
