Power tilt and trim

I have a johnson 2002 90 horse direct injection and my trim motor is not taking engine up and down it stops in some places on the path about 2/3 of the way up and i have to give it a lift and trim at same time do you think it hydraulic fliud or motor you can hear the motor running but not working properly and goes up and down intermintely or could it be a gear in motor

Sounds like it's low on fluid. Raise to full tilt position and check/add fluid. Then run up and down five times.

Take cap off see if there are air bubbles in reservoir,if so low on fluid.
