power tilt 280 out drive

I have twin 280 outdrive with power tilt that does not work on either drive. My concern is that the port drive is locked in the lower "in" position which is normal (can be released manually) the starboard drive is not locked in and can be moved freely upwards. Can this present problems underway. Boat is in the water
 
Look at the lift out unit's "vice rod" on the Stbd side.
It must be fully retracted, or the vice rod pressure plate will hold the latch unit release push rod "thrust sleeve" down.
If the push rod isn't free to return fully up, the latch hooks will not hold onto the set pin.

Here's the push rod thrust sleeve at the far right in this image... (the very top portion of this rod).




Here's the vice rod pressure plate to the extreme right side in this image (which is actually the lowest portion of the vice rod).







There must be about 1/2" minimum clearance between these two parts.

Forgive my amaturish image here...... but hopefully it will help explain the clearance that we need.

It is possible that you may have another issue, but this is where I'd suggest starting.
Also make sure that the center lift spring is in tact.

Can the vice rod be removed completely while boat is water It does not operate any way. I have the motor removed can it be turned manually to confirm the vice rod is fully retracted
 
If you can, raise the drive up some, place a piece of wood between the suspension fork rear tip (where the thrust sleeve and 1/2" space is) and the pressure plate, and push down firmly on the drive.
The lift unit clutch should allow the vice rod to fully retract.
