power tilt 2000 4.3

I have a 2000 Glastron with a volvo penta 4.3 with a GX outdrive. My tilt is functional going up but not going down. So I need to get the boat to the public access which is a ways away (my out drive is up currently). Is there a manual way to lower the out drive without damaging it? Or could I switch the wires to get the drive to go down without damaging the mechanism?
