Power head to mid section adapter

Hi I am rebuilding my 1990 90 HP Johnson (thanks to answers to all of my posts so far) my question is about the adapter between power head and mid-section - see attached photo. On the right of the exhaust tube, it would appear that exhaust gases can also exit. Has this broken away in which case I can JB weld it or is it normal. On the left and right the "slots/holes" empty into the mid-section, I poor water thought to test. Any ideas?Thanks
