plugs have black oil on them

Hello...lol..no....not a secret...is a 1971 johnson 4 hp...any ideas why the plugs have black oil on them..and is not burnt like a soot on them...is like oil from a car when you drain the oil and is black looking...also when i start the motor in a tank the water oils up black also and not just from exhaust ..there is black oil coming from the water holes and exhaust ...i figured it is from the lower unit and orserd a new seal to go under the water pump plate...any ideas will be helpful...ty...nelson
 
pressure test the lower unit to look for leaks ( if any )-----------------The black on the plugs and oil in the water is normal for that motor.------Mix oil and gas at 50:1 ( tcw-3 oil )---------------
