nemo,

Start with the basics: Your motor is a 1986 model.

1. Is there no spark on both cylinders? Did you use a Spark Tester?
2. Did you do a compression check on both cylinders? What are these numbers?
3. Was the water pump impeller replaced before you ran the motor? - Was the water pump WORKING when you ran the motor?
4. Did you do any work to the carburetor before starting the motor?

There are a handful of things that MUST be done to an outboard after it has been sitting, some of them I mentioned above.

CMOS

In agreement with CMOS's suggestions above... adding a little info below.

Sitting for 15 years.... that carburetor will need cleaning, rebuilding as needed. The removable vertical brass high speed nozzle in the center of the carburetor body will no doubt need manual cleaning with a piece of single strand steel wire as will the small .033 high speed jet that's screwed into the bottom of it.

Person who cut the wires leading to the stop button did so as a quick check to see if the button was shorted out due to the same problem you found.... No Spark. Usually this is due to an intermittent powerpack, but look for other possible causes ie frayed wire(s) etc.
