Please help!

Just took out my pontoon boat and while under a load it will only tach up to 3000 rpm's, my buddy started to pump the ball and it would pick up only while he was pumping it. the motor sounds great, what can this be?

Let me ask you a question, I rebuilt the fuel pump but it comes with the black rubber disks and the clear plastic disks, I was told to stack them together which I did, could this be the issue? I also bought a new fuel line hose and connectors because the other was leaking
 
Since you have some hose install a "T" in-line after the pump and attach a pressure gauge. You should see 4-6 PSI if it is working. Watch a YOUTUBE video on how to rebuild the pump.
