I have a johnson 25hp electric

I have a johnson 25hp electric start.I took it to repair shop for tuneup and when I got it back after a new head gasket the compression is 80 on top cyl and 60 on bottom cyl. and it won't start.
That is as far as I got in checkingit out but think I got ripped off from B&L marine

The 20 psi difference between the cylinders is not a good sign BUT since you took it to the shop for a tune up and now you can't start it, I'd suggest that you hold your temper and take it back to that shop, politely explaining the problem you're having.... OR have you already went this route?"
