please help me get 1956 evinrude 30 HP running.

So I have spark. Compression and spark plugs are getting fuel starter motor turning just can't get it to turn over replaced reed valves, rebuilt carb, just at a loss of where to go next.
 
Answer these questions.------Does spark jump a gap of 1/4" on both leads ?-----------Are the plug wires on correctly and not reversed ?----By " turn over " do you mean NOT STARTING ??
