Planing problems!! 96 Evinrude 112 spl.

Just posted in the propeller section as well. Not sure what the problem is. 96 Evinrude 112spl. It's having issues getting up on plane. Compression is good 120,120,120,125. Spark jumps pretty well. Carbs are rebuilt prop is a 14x19. Sometimes it will plane out but for the most part it just lifts the bow. When it does plane out it takes a min. I've got it on a 17ft sprint. I feel like it should jump out of the water when you hit it and this baby just struggles. Any and all input is welcomed, thanks
 
Also is the spark advance supposed to move all the way forward when you are wot? Because it doesn't move all the way up. There is still room for it to move forward at wot. Still new to the boating World. This forum is awesome.
 
Did compression check, 120,120,125,and 120. We're good there. I finally got a seloc manual I don't think I'm getting this bright blue spark everyone mentions to the plugs, to me it looks a little orange. Is that an issue? I've done a link and sync. Haven't had time to get to the water to try it out yet. Would weak spark be a power pack or a coil issue?
 
The terms " good spark " and " weak spark" mean very little to us.-----Does spark on your motor jump a gap of 7/16" or more , yes or no ?
