Pinion Bearing preload

I have an 04 Bravo 3 that I’m trying to figure out the preload on the pinion bearings. When I set the preload to 4-6 in/lbs it seems to make it where I can’t move the spacer (d) freely like the manual calls out. Can anyone help me with this one?

What that means is,
You press first bearing completely on yoke.
You add spacer the press second bearing until spacer still has the ability to move with little effort, side to side.
Then when you tighten nut with rolling torque the spacer will become tight. (Use large hose clamp around spacer and bearing race) to keep spacer centered for assembly installation into housing

Thank you. So, the spacer will not move freely after the bearings are preloaded?
