Performance Issues

This engine is from 2019, has 116 hours on it. Been maintained according to the book. Boat is stored in a heat garage in the winter.
Location: Denmark

Tried exceptional amount of different solutions and I feel I am getting worse performance by each attempt to fix the original issue.
It is slow, I am currently getting 3000 RPM with a 17" propeller. The boat has never seen anything above 30 knots. Had someone come out and mod the ECU, didn't do anything performance wise, if anything it made it worse. Had another company come out to take a look at the ECU, they couldn't connect to it.
No warning signs on the screen when starting up, all looks well.

The motor mount was modified for the motor to sit slightly lower (3 inches), in hopes for better performance. If you look at the video, you can see the performance.

Some people weren't too thrilled about the extended welded in factory mount bracket/box.

Through trim, I'll adjust as I go along to make sure the anti-ventilation plate is at water level and straight.

Did go out and get a jack plate, but I am not sure if I am going to mount it, almost at a giving up stage. This has been a small fortune so far and I am hoping there is someone in here who knows exactly what is wrong.

Is it possible that the boat is too heavy for the engine?

Have you tried a smaller propeller? Your max rpms should be around 6000rpms at WOT. Check your owners manual to verify 6000rpms at WOT
 
Is there a switch ON THE MOTOR that tells the ECU it is in neutral?-----If that switch is stuck / defective it may not go to full throttle.

Yes, 3,000 full speed. 3,700 pound boat. I was advised to mount more weight in the back, so I did. All of a sudden, I am getting 4400 RPM. There was a 15x21 propeller on there. Replaced that with a smaller and gained a slower speed result. Right now there is a 16x23 installed. Thank you for your response, that I appreciated!

Thanks for your reply. Yes, there is a switch and it is working perfectly. I can also see on the screen the status of the gear. I go in reverse smoothly, it registers it and into forward position.

You need to get that engine running at 6000rpms at WOT. Don’t even look at the speed increase/decrease.
3000rpm is Suzuki’s upper limit that the ECM will allow in fail safe mode. When you run the engine at WOT is the engine running smooth or is the engine running rough? The owners manual should give you a range props that they recommend for your engine.
