"When i start the boat it runs at 1000-1500 rpm which seems ok? but after 1 run the throttle seems to stick at around 2500-3000, unless you physically close the throttle with you thumb. I have tried to fit a spring under the throttle arm but it doesnt work any other ideas??"

Return springs are not used on

Return springs are not used on boats. The throttle cable/ linkage must be major screwed up. I suspect the cable doesn't come back far enough to allow the throttle to close. Better fix it pronto or you'll be wrecking some $$$ parts!
