I have a 1991 Sunbird Corsair. I have only had the boat for a short time and it never ran good at all. Just had the head gasket replaced. The issue is when I turn it over and it starts to run, gas starts pouring out of the pcv on the top of the valve cover.

that is probably the fuel pump diaphragm rupture tube or carb bowl over flowing

marine fuel pumps will have a 1/4" or so tube coming off them going up to carb. In the event of a fuel pump diaphragm rupture it dups the fuel in the engine vs in the bilge...

Other things is if carb bowl is over flowing.

Ca you post of pic of where fuel is coming out?

It is coming out of the top of the valve cover from the hose that runs from the valve cover to the carb air filter

I think you missed the point....the hose you reference should have a vacuum on it with the engine running...so having gas coming out of it says something is wrong...

Like Dieter said, its either the carb is flooding or the fuel pump diaphragm has a leak....you need to find the source of the gasoline and then figure out what the correction should be.

Being as there was just major work done, its very possible something was not reassembled correctly....

Ok I would bet it's the diaphragm. Will check it out and let you know. Also just put a brand new and bench tested carb on.

i`m betting your filling the crankcase with water for it to come out the top of the valve cover
If it is gasoline you have a bomb on your hands

Good point if it’s gas fuel pump must be filling crank case. Hopefully you are not a smoker …
