So im still fighting the same problems with my boat , got a vacuum guage , needle stays around 15-16 at idle and seems like it drops when i open it up and runs up to 25 when i close the throtle , does that seem right?

The dynamic behavior sounds reasonable. The 15-16 at idle is okay but towards the bottom end of acceptable. There is a page on "secondhandgarage.com" that has a 'how to' with vac gauges.
