Overheating Problems 25 hp 4 stroke big-foot

I have an overheating problems on my 13' whaler with a 2003 25 hp 4stroke big-foot. Recently tuned up engine filters, plugs, replaced impeller, rebuilt carb(damm ethanol), gear lube. Initial start up fine, no leaks water passage fine at idle on the hard. Prior to launch ran engine again and noticed weak stream of water. The trouble shooting begins.
  1. Adequate water pressure with muffs, and intake clean and free, still weak stream while running engine.
  2. Pulled thermostat and cover off, applied water with muffs, ran engine very little water dischargeing from thermostat housing, eliminating the possibility of a bad thermostat, assume if there was not a restriction water would flow out of the thermostat housing significantly, not just a dribble.
  3. Ran water from thermostat(not installed) and water discharged fine through rear discharge outlet(pee).
  4. Tried running water and air through tube but very little passage.
  5. As stated before new impeller installed and pumps well.
Is there a way to get at the tube that runs from the impeller(the lower unit is currently off) to the engine without having to spend$$ and have the power unit removed? Any recomendations of flushing the system, have run salt away in the past periodically.
Kind of at a stand still at this point...

The power unit has to be removed as there is an Allen screw that holds the upper leg, this is under the power head.
I have just done this job this afternoon on my 2001 30Hp 4 stroke. The rubber seal at the top of the water pipe (that comes up fro the water pump) was badly expanded and hardly any water coul get through causing the engine to blow steam out of the pee hole. Made my own new seal at no cost.
Re-assembled, works a treat :D
