Overheating D13

I have a pair of Volvo D 13 engines 2014. The starboard motor did run very hot to the point. It sounded and overheat alarm we have done an awful lot of work to the starboard engine including sea strainer raw waterside impeller rid lime flush and a new thermostat. The next time we tested the boat the same thing happens the ancient temperature gets very hot and then cools off but still runs approximately 3 to 4° hotter than the port motor.
Our next step was to swap the two water pumps on the coolant inside And the problem then swapped to the port engine. At this point we ordered a new water pump and replaced the existing port side water pump with a new unit. After the new water pump was fitted, the overheat issue is still there on the Portside engine.
Our next step is to change the thermostat on the port engine and check the two bypass valves. Any other advice to find this overheat problem would be appreciated.
