Overheating condition for a 1989 45 hp Merc

I could really use some help with this issue. So far I have replaced the water pump impeller and removed the water jacket cover and found two impeller fins stuck inside the water passage. I used compressed air to blow them out and replaced the water jacket cover with a new gasket. The tell tail is still peeing out very hot but this time the the high temp alarm is not sounding off. Is this hot water from the tell tail normal for this vintage or do I need to look deeper for more blockages?

Some one ran that motor dry with no water to cool the impeller.-------It seems that is this day and age there are more folks and new boaters coming along who do not know the basics.
 
So if you looked at my video and saw the upper water pump housing condition and after I cleaned it would you still think it would cause it to over heat?
