overheating 1970 33 hp evinrude

Last fall I bought a little old ski boat with a 1970 33 hp Evinrude. It wasn't pumping water so replaced the whole water pump unit. Still no water circulating. Did this engine have a thermostat? Could water lines be blocked? I can blow up the copper pipe and feel air come out the indicator outlet. Not sure where the problem lies. Any advice would be appreciated!

Drop the lower unit and recheck your work. When running, the water level must be above the water pump assembly.
