overheat buzzer

My 1985, 70 HP Evinrude has had the waterpump and thermostat replaced.The buzzer starts up shortly after starting the motor.It buzzes about every 4 or 5 seconds.The VRO tank is over 1/2 full.The telltale has a strong stream.The manual I have dosen't explain anything.It did this last season also.It had water in the lower unit,I found a leak in the o ring around the bearing housing and replaced it.Now with this buzzer still sounding I don't want to put it the water,until I find the problem. binski
