Over Heating problems on a 170 mercriuer

I have been trying to trouble shoot the over heating problems with my 170 hp inborad out broad motor, I have put in a new thermostat , put in a new out drive water pump empeller kit. What else can i look at ?

The oil looks great no milky sumstance in it

I checked the heat exchanger and it was clear of any debri.

Riser could be clogged or the flapper after the riser fell down.

You got good water to the t-stat?
