outboard will not tilt

A 1970 60 hp Johnson refuses to tilt, no noise from the motor when tilt lever is raised or lowered. As much as I would like it to be something a little less serious, like wiring etc. I'm afraid that I need another tilt motor. Only tilt, no trim. Could there be some way of checking other alternatives.
 
By "tilt lever", I assume you're speaking of the up/down action of a toggle switch. If so, follow the advice of "rritt" and run jumpers directly to the electric motor.

If the electric motor runs when voltage is applied directly, then obviously it is okay and the probelm would simply be that a fuse has blown or some other reason exists that is preventing voltage from gaining access to the toggle switch or to the electric motor (corrosion, break in wiring, etc).
