Outboard Motor Will Not Start in Neutral

Hello all,
I have a manual start 9.9 HP johnson evinrude outboard motor 1982 (E10RCNS).
In recent years it's had a lot of trouble starting cold.
I have disassembled and thoroughly cleaned the carburetor and rebuilt it with the correct kit.
I then did the same with the fuel pump. The fuel is reaching the carburetor just fine and I can start it in gear with the throttle opened as far as I can without it automatically locking the starter. Once it's started it runs perfectly and I can take it around the lake just fine.
But, it will not start in neutral. Even with a warm start. It seems the motor only runs well or even starts with the throttle near/ fully open.

I have spent plenty of time adjusting the fuel mixture, as well as the idle speed. I'm just curious if anyone has encountered a problem like this before?
Frankly any ideas would be greatly appreciated I have exhausted nearly every idea I can get.

Report compression numbers.----See if spark will jump a gap of 3/8" or more.-----Remove cover on intake air box ( 4 screws ) pull choke knob out.----Is choke flapper fully closed ?----Does it stay closed when you pull on the cord ?----Does throttle open slightly when you put throttle in the START position ?
 
Unfortunately I don't have the means to check the compression.
As far as the choke is concerned, when I pull it to follow the startup procedure it does stay open when I pull the cord.
I also can confirm that it does in fact close the choke flap when pulled out.
I've tried often to place the throttle in either the "start" or "shift" position when attempting to pull start, as the manual suggests.
But the only success I've been able to get is by putting the motor in gear and adjusting the throttle to the highest point before the starter automatically locks itself.
I've even tried starter spray while in neutral and I get nothing.
I have replace the plugs with new ones. Do you think that a gap issue could be causing this?
 
The choke stays " open " when you pull the cord as stated in your last post ???----Do the trouble shooting as per post #2!----These motors start in 2 pulls when in good condition.
 
My apologies by 'open' I meant that the choke remains pulled out when I pull the cord, but yes the flapper remains closed.
I unfortunately don't have the means to check the compression. But, if the motor is capable of running at all doesn't that suggest that the spark plugs are functioning properly?
It seems that that motor doesn't function without the fuel running through the high speed jet...
 
These typically give you BARELY enough throttle advance to start in neutral. I modify this. If you think that's your problem just private message me.....I don't want to broadcast details on this type of modification........otherwise I could get in trouble here.
