Outboard motor engine failiure

Hello boat owners, I have a 1990 15 hp Johnson 2 stroke outboard, and I have a few problems with it. The main reason is it won't stay running. It will start, then if I try to rev it or give it any gas it will die, and it won't idle anything less than 1550 rpms, and it won't idle for more than like a minute anyway. Could this be a fuel issue?

Clean the carb, check for spark on both cylinders.
