Omc stringer shift problem

I really need help 86 stringer 800 won't engage in forward but engages in reverse I disconnect thick double cable that goes to drive ulled long cable it goes in reverse but pulling short cable doesn't do any thing long cable moves a fair distance short cable doesn't travel to far
