OMC Cobra shift cable TOO loose?

Hi everyone.
I recently went through my lower gearcase to replace a bent propshaft, after replacing my transom seal ring.
1991 OMC Cobra 4.3
When I had the transom bracket off I lubed the shift cable with some 30w oil and let it creep down the inside if the cable.
Upon reassembly I purchased the new bell crank alignment and cable tool, and removed all slack from the lower cable retainer.
Packed the shift cable cavity with marine grease as recommended, and installed the vertical drive.
Did everything by the book as I have the OEM manual.
Well I just started it up yesterday and although it shifts into forward and reverse, It seems the the ESA is a little late on killing the ignition.
Now before all this work the boat shifted fine. And when I was in the lower case I inspected the teeth on the gears and clutch dog and they look fantastic. Way nicer then I thought they would look.
Now over the years I have watched the ESA switch actuator operate when shifting. The actuator used to "pop" forward or reverse really quick and briefly when going into either gear.
And now it seems the cable doesn't have enough drag to force the actuator to operate properly.
Am I missing something here?
