"the motor starts fine, and runs great for the first 5 minutes. Shortly after the motor cuts out and runs at trolling speed only. In neutral it sounds like it runs full out, in gear throttle wide open drives VERY slow. wtf...?"

"Hopefully the water pump is ok and you still have something to work with. My first check would be the shear pin. If it was run on a "bent nail" you may have a spun prop hub. If thats the case, get some real evinrude shear pins when you replace the prop..

If the prop is OK, would do the carb as the main jet may be plugged.

Reving a motor in neutral is not much of a test. Most all will rev in neutral till they self destruct.

Did you open the tank vent- it take 5 min to get the vacuum in the tank to neutralize the fuel pump-but would have a flat primer bulb."
