Oil plunger question

there's an oil plunger ball inline to the 175hp johnson evinrude 2002 outboard motor.
There's the reservoir,
motor has OIS, optical ignition system,
Question , why is there a plunger ball on the oil line, and it's hard as rock, no play in it at all.
and should I pull the connection to the reservoir to see if any obstruction?
Boat motor always starts hard and runs rough at times, went to NO OIL lite fault for the first time recently

Yes, there is a primer bulb on the oil line from the reservoir tank. Is the engine still operating on the OMS fuel pump? If so you need to inspect the oil reservoir and fill it. You can take the oil line loose from the connection at the fuel pump and squeeze the oil primer bulb a couple of time to see if oil comes out. If bulb compresses and oil flows out you're good. If the bulb stays firm then you need to look at replace the oil hoses and bulb.

Please describe "hard starting". My '96 150 (identical to your engine) always starts with the first turn of the key. For cold start I prime the fuel bulb until firm then turn the key and as the engine starts turning over I press in on the key to engage the electric fuel primer. Within a couple of seconds of cranking with the primer engaged the engine fires and stays running. Are you following a similar procedure when starting your engine?

Have you installed a fresh set of Champion QL78YC spark plugs? Old plugs can cause hard starting.

Are your carbs in good condition and no leaks anywhere? If not, poor fuel delivery can cause hard starting and rough running.
 
Perhaps run on a 50:1 mix while checking oil output of the mixing system.----Manual would guide you on this important test.----These motors start easy with correct starting procedure.----Post the steps you use to cold start this motor.----Perhaps you miss a step?
