Odd issue Motor guide Tracker 40

I have a weird issue with my Tracker 40 controls works fine when out of water with foot-pedal command being there with left right vice versa, once it’s in the water and in use it does not respond accordingly it over steers severely . It also does not retract/respond or back to the position desired ! I’ve opened it up and gears on cable are all intact , I see no visible issues on the head ! Any input would be greatly appreciated.
