Ocean pro starter mounting problem

Working on a 96 Johnson Ocean Pro 200 . J200TXEU.
Oem starter was working sporadically. Checked system and problem was determined to be internal starter malfunction.
. I bought an aftermarket starter to replace for $88. THE PROBLEM IS THE STARTER DOESNT SEEM TO BOLT UP PROPERLY. THE 4 bolt holes seem to be correct . The bolt holes line up ok. The starter does not touch on all four mounting pads. 3 of the mounts touch but 1 is about 3/16 " away.
It seems very simple to bolt on a starter but I can't figure out why I'm having this issue? I don't know any history of this engine but I thought the same starter fit all 200hp from 1985-2001.
 
Just for the heck of it I removed the steel oem bracket from the original starter and put it on the aftermarket starter and it made no difference
 
Also it seem that when the 2 lower mounts touch and the upper mount close to the solenoid touches the left side upper mount is not touching. The starter appears to have the correct position for the Bendix . Just no touch on the upper left mount
 
I'll get a pic in the morning. Sorry. This is such a simple installation I was hoping the new "china" starter was made wrong and somebody ran into this before
 
It all looks the same far as bolt holes lining up. It will rock around only touching on 3 pads it will rock diagonally if that makes any sense. . Oem starter fit flat no rocking. It almost seems to me that the starter is not made right. I think it would work with 1 spacer. on the top left mounting pad under starter. The only other thing I can think of is maybe the block was changed before but I thought all the starters were the same for 200hp
 
If the "new" starter doesn't fit and the old does???
Send me the old one and I'll rebuild it.
