NS3.5B2 2 stroke- unreliable starting

My 1999 NS3.5B2 2 stroke doesn't start reliably.

I cleaned the carb (taken apart) in acetone (no the float wasn't put in acetone).


The spark plug was replaced and gapped to 1 mm.



50% of the time engine fires up on the 2nd pull and runs nicely.

Once running it keeps running and doesn't stall even at high rpms.



But a curiosity is that the engine doesn't always start up promptly even when it's (the engine) is hot. Sometimes I have to pull and pull and pull. Even starting fluid won't start it at that point.


The spark plug is firing consistently as evidenced by having removed the plug and grounding it out. There are no chaffs in the wires.



There is no excessive carbon build up on the exhaust port off of the piston (the cooling gasket was replaced so I could see into the side of the piston). And the exhaust smoke isn't very smokey- it's rather clean.



So, I'm wondering what could be wrong? Why doesn't it start up reliably?


I'm getting to think it's the reed valves in the engine.

I've also found that if the carb. is removed the engine will start immediately with the residual gas in the intake on the internal side of the engine.



Then the carb is reinstalled and the engine starts perfectly.


Could it be the engine is flooding?


That might mean the float isn't seating the fuel intake valve in the carb.



What do you think?

Likely weeping a little fuel. Probably needs a new needle and seat, if all else looks good.

Yes, everything else looks fine. The carb. is perfectly clean, no burrs or bent parts. I suspect you're correct about the needle valve- the previous owner probably never drained the fuel from the carb.
