NS3.5A drive shaft tube

I'm repairing my NS3.5A outboard and noticed that there is about a 3/16" hole near one end of the tube that goes over the driveshaft. This hole is not mentioned in the manual. My question is does the hole go at the top or bottom. My instinct is to put it at the top but I would like to just do this once.
 
upon closer inspection it looks like the hole shouldn't be there, I started picking at it and the tube is just crumbling from the inside. I'm getting a new one.
 
On the earlier 3.5A motors, there is a square drive tube (drive shaft upper), and that has a plastic guard "pipe" over it. If that's the tube you are describing, you are correct... it's not intended to have any holes in it.

Thanks for thale answer. My tube is metal and seriously rusted on the inside. There is some sort of plating on the outside making the outside appear to be in good shape.
 
If it's not too deteriorated, you could keep using it. Otherwise, verify the part number and see if it's still available.
