How you ever been able to get it past 4000 rpms? Your pitch sounds ok. Acutally sounds a bit to high but nevermind that for now.

Theres a couple of things it could be but start with your wide open throttle setting. If you have a manual it will show you how to adjust it.

I had the same motor on a 21 proline and it had plenty of power.
