Not charging properly

I have a 1993 200hp Johnson Venom that shows to be charging at 13.5-14 volts at the engine. As soon as I turn on the panel lights it drops below 12 volts and no matter how high you run up the rpm it still won't exceed 12 volt. There are only 4 little bulbs in the panel so there can't be much load on the system. Any suggestions?

Make sure both ends of your battery cables are cleaned shiny bright and tight. Also, every connection at the engine is clean the same way. Good luck

Thanks, I just installed two brand new Optima batteries and replaced all battery cables about a month ago and it didn't help.
