norsman not running wen in drive

ive a evinrude norsman 40. wen in neutrol it will rev at full throttle but wen you put it into drive it will only rev at quarter throttle
ive been told it shud work the opposite way around.plz can someone help. cheers ruddy

All " running motors " will wind up in nuetral ----proves nothing --------Compression test and make sure you have spark that will jump a gap of of 1/4" or better on both cylinders.

A decent compression tester can be bought for a mere $40.00.
