Noob Need help with basic intake info

Just got a used '95 starcraft with the 4.3l merc and I notice some oil purging out the valve covers at the pvc valves. So when I pulled the plastic shield off the top of the carb I found that the plastic hoses from the pvc valves were pushed up on the ends of the metal bar strap thing that bolts on top of the flame arrester WTF. I thought there was a place on the intake or carb for these to connect to so that vaccum pulls on them, but I can't find a place and obviously someone has tried to fake them as being hooked up. Also I am new to boats never been on them or worked on them so does the flame arrester double as a air filter or am I missing some stuff here? Also should there be a rubber seal ring on top of carb between it and the flame arrester I noticed some gas was sitting in this area kinda seeping out between them.
 
The plastic breather hoses are installed correctly. There is no PCV system on the older boat engines. There is also no air filter. The spark arrestor is all you get. There does not have to be a gasket under the arrestor either.

Ayuh,... I agree, it sounds just as it should be....

No need for an air Filter,...
Not much Dust out on open Water....
 
Ok Thanks guys. I just thought I was missing some stuff. I'm not sure I feel any better if this is normal though. lol I still have a lot to learn.
 
You may want to do a compression test...there should not be any large amounts of oil coming from anywhere....also check the oil dipstick for possible overfilling. An oil change at this time would at least insure the proper weight and quality oil is installed.
