To keep it short I broke down which turned out to be the head gasket. Didnt notice any water loss.once head gasket was replaced had water to start then lost it. Changed impellar. Same thing started with water then lost it. Opened thermostat and took it out and started it with plenty of water from there. Pee hole isnt blocked. Any one with more knowledge greatly recieved.

Hi thanks for your reply it's a 1988 ish 15 hp evinrude. Even when I run it without the stat I loose water after a few minutes. It don't seem to get too hot. I can keep my hand on it. I emptied a tin of wd40 up the pisser with the straw and it did come out the status housing eventually. Is it hard to replace the rubber gromit

What were the original symptoms that made you change the head gasket? Did you surface the head and torque it down to spec in the proper bolt pattern?

The engine was only firing on one cylinder. I sanded all the edges and replaced gasket I tightened bolts in the right sequence But not torqued yet

You did not install the head gasket properly if you did not torque it to spec. You probably have a small leak in the gasket where compressed gasses are higher than the water pressure in the water jacket.

I am going to get a torque wrench now and torque all the bolts down in the right sequence. They are pretty tight already.
