No Throttle Past Trolling speed 48spl Johnson '95

I recently cleaned and replaced the floats in the carburetors, and the motor is running smoothly while idling and trolling. But when I try to push up the throttle it instantly dies. At first I thought it was a fuel pump issue however conducting a test it is not leaking into the engine body. I am unable to get the fuel pump ball hard, which is why I have been thinking it is a fuel issue.

Any suggestions would be great.
 
floats upside-down? did that once

The floats are in right side up and are parallel with the base lip seal. I can start it in full choke for about 30sec and then it dies. It sounds like it's not getting enough gas.

I also noticed what looks like oil leaking from the prop, which doesn't make sense. I made sure the lower unit is oiled and the screws are secure
 
Check compression and spark.---Sounds like it is running on one cylinder.-----Possibly the fuel pump diaphragm has a leak.
