no suction in lower unit

So I've done just about everything to diagnose my problem. When I run my volvo penta 5.0 gxi-b I don't get any water out the exhaust. At first it was the raw water pump, the barring had seized up. After replacing that I still had no water so I ran my garden hose down the inlet line on the raw water pump to make sure it wasn't clogged. It did came out the lower unit, however when i try to run water up to the raw water pump with my muffs it never makes it. It actually builds up in the lower unit and starts leaking through what seem to be weep holes between the bolts mounting the lower unit lower unit. I'm wondering if anyone has any ideas, I'm not really sure what the water has to pass through before it gets to the raw pump. I was also thinking, could it be possible the lower unit is miss aligned? i know its been off before[h=2][/h]
 
The smallest of suction breach will kill any seawater pump's suction ability.

Remoe the suction hose from the seawater pump.
Connect your shop vac to this suction hose.
Tape up the seawater intake area at the lower unit.
Pull a vacuum (suction) on the system.
Look at every 1" of the seawater path from the intake to the suction port of the seawater pump.
Use shaving cream to locate any suction breach. It will quickly disappear at any breach area.
