No spark

I have a 1983 evinrude 90 hp thats a magneto start. I had read online to use an ohms meter to make sure its getting juice. It reads at 2 ohms which from wat i read is not enough to spark. It said it had to be atleast 3. Ive cleaned all grounding points and changed the spark plugs. Any suggestion as what tO check now?
 
You certainly have to describe YOUR tests in more detail !!! -----------You have 2 OHMS on what wires ???????-----------What manual tells you you need 3 ohms and on what item, what coulour wires.--------------------For your information the motor is considered " electric start "-----------------with a " magneto ignition system "--------------That ignition is not hooked up to the battery and it energizes itself if the flywheel is turning fast enough !------------------You need to check " senser coils " and the " charge coils " and these are under the flywheel.----------They can be checked without removing the flywheel.-------You might want to make sure the starter motor is in tip top shape.-------I often see them burned out by impatient operators. If the starter is weak a slow cranking motor will have a " no spark " condition.--------------Then off course it might be as simple as the " kill switch " on the control being in the wrong position or defective.
 
i ran the test on the coil assemblies. this boat has sat for about 6 years and ran great before it sat. ive changed the plugs and the solenoid switch. the thing that gets me is it turns over like a champ so im pretty sure it isnt the starter. what is the correct way to check the senser and charge coils?
 
Remove the spark plugs. Disconnect the large RED electrical connector at the engine. Jump the solenoid to crank the engine and observe for spark. Do you now have spark?
